Clifford (recommending Mr. Ball for appointment as Legal Draftsman, Ceylon) :- "Mr. Fletcher (Colonial Secretary) has recorded the following note on Mr.Bell:- "I have known Mr. Ball since he was transferred in 1915 as a Cadet from the Malayan to the Hong Kong service. His work has been uniformly good. He has specialised on the legal side, where he nas shown great promise. He has acted in the Crown Solicitor's Office, as Assistant Attorney Heneral as Puisne Judge, in each case with marked success. He edited the Ordinances of Hong Kong and he played a large part in the revision of the Hong Kong Regulations Mr.Ball's training and experience fit him in every way for the work required of the draftsman in the Attorney General's Office and I am confident that he is a most suitable candidate for the appointment"
